Many of the nation's most iconic buildings, from the Palace of Westminster to the Bank of England, have extremely poor energy efficiency. From 1 October 2008, the European Commission (EC) required all public buildings over 100sq meters to measure carbon dioxide emissions and show Display Energy Certificates (DEC).
